We use a couple of oil filled radiators in winter to heat our lounge, as even with the central heating on the room stays chilly. They actually run on electricity and are quite safe, but not neccessarily cheap to run, but they do help heat the room.
Installing heavy weight curtains would help keep the heat from escaping in winter and help keep the room cool in summer, unless it's like my room ,which never ever seems to get very warm.
