Years ago I used to "score" the paper with a scraper and then used a sponge to really wet the walls to make removal easier.An extremely messy process.

Nowadays you can buy steamers to remove wallpaper, you hold a metal plate that releases steam, against the wall and it lifts the paper making it easier to scrape off. Again, scoring the walls first helps to speed the job up.
