I have always had success with tomato plants growned near pepper plants. Pepper plants to me are very hearty plants. They can survive the worst of all garderners. If you plant a pepper plant near a tomato plant, you won't have problems with bugs that eat your tomatoes because of the aroma given off of the pepper plants. Tomato plants on the other hand need exactly the same amount of water each day at the same time of day. They are very delicate plants.
